Crashes begin with winter storm

ROCHESTER, Minn. (KTTC) –The massive winter storm has already begun to cause crashes on the road.
As of 2:30 p.m. Tuesday, Rochester Police Department has responded to 16 car crashes, with the number of crashes expected to rise.
RPD encourages everyone to slow down and be safe on the roads.
