Clarke University official to address underage drinking

A Clarke University official will head to Des Moines next week to speak with Iowa legislators about the school's and city of Dubuque's combined efforts to curb underage drinking.

At the Iowa Alliance of Coalitions for Change "Day on the Hill" media conference Feb. 25, Clarke's director of Residence Life Kevin Utt will urge legislators to pass a statewide social host bill similar to the one in Dubuque.

In the spring of 2012, Dubuque County enacted a social host ordinance, which places responsibility on the host of a social gathering to ensure underage people at the event aren't consuming alcohol.

"We, as a community, have been tackling this issue of underage binge drinking, and Clarke is experiencing positive results in the decisions that its students are making," Utt said in a media release.

The Dubuque police department collaborates with local agencies to help enforce the ordinance. Clarke University's administration, for example, meets with any student who gets a citation. Other organizations such as Dubuque County Safe Youth Coalition, the Riverview Center, Helping Hands and other local colleges work together to educate students on the risk of binge drinking and hosting events where underage people could consume alcohol.
