A Waterloo man faces a child endangerment after a toddler was found outside, wearing only a diaper Monday evening.
Around 5:30 p.m., a neighbor found the child walking on Norma Avenue not far away from his home.
Evansdale Police Chief, Kent Smock says the two year old boy was cold, but had no signs of frostbite or other injuries. He believes the child was outside for about 20 minutes.
Neighbors cared for the child and called police.
Police later discovered that the babysitter, Shane Spooner, age 25, had fallen asleep and was unaware that the child was missing. Spooner is a friend of the mother.
Police are not sure how the child escaped, but the doors of the house were unlocked.
He is being held in the Black Hawk County Jail on a $5,000 bond.
KWWL's Shelley Russell talked with the mother of the child Tuesday night.
She said she was working from 3:00 - 10:00 p.m. and that Spooner was "not the normal babysitter."
This case is being referred to human services, which is routine for this type of case.
