One offender leaves Rochester as another returns

ROCHESTER, Minn. (KTTC) -- A Level 3 sex offender who recently left Rochester has returned to the city.

Rochester police said Zed Farmer is registered as being homeless near Third Avenue and Ninth Street Southeast.

As Farmer returns to Rochester, another Level 3 offender is leaving.

Joshua Winsky got out of prison in October. But Rochester police said he violated conditions of his release and is now headed back to prison for four months.
