An Iowa City landlord accused of "peeping" into the apartments of female tenants, now faces three more invasion of privacy charges.
Iowa City police say 63-year-old Elwyn Gene Miller was charged on Monday with three additional counts of invasion of privacy for allegedly using a hole in bathroom ceilings at his properties to watch female tenants shower.
Police were called to 639 South Lucas Street around 11:00 a.m. on October 31 after a woman complained that a man had been peeping into her apartment.
When the officer arrived, the woman pointed to Miller, who was in the parking lot, and said he was the man that peeped into her bathroom.
The officer says that after talking to Miller, it became clear he was peeping into the bathroom through a hole in the ceiling next to the vent fan while the woman was in the shower.
Police say that after an interview with Miller, it became apparent that he had peeped in on other women in other apartments while they were in the bathroom.
Police say Miller told them that he was not interested in the women as people, but "because they were women and naked."
In a criminal complaint filed on Monday, police say Miller used peep holes in the ceilings of bathrooms in his building to look at women in the shower between August 1 and October 31.
Police say Miller admitted to looking at women in the top floor apartments at least two to three times while they lived there. He said that at least once a week he would go to the peep holes if he heard a shower running.
Police say tenants reported the holes to Miller during pre-occupancy reports, but they were never fixed.
