Level 3 sex offender returning to Rochester


ROCHESTER, Minn. (KTTC) -- A Level 3 sex offender will be released next week in Rochester.

Joshua Lee Winsky, 23, will move to the 4200 block of 22nd Avenue Northwest on Monday, Oct. 8.

Winsky has a history of sexual contact with female victims ages 7 to 14, according to the Rochester Police Department. Winsky knew the victims before the offenses.

Rochester police will hold a public meeting about the release on Thursday, Oct. 4 at 6 p.m. in conference room 104 of Rochester City Hall.
