MINNEAPOLIS (AP) -- An investigation of a program that trains police officers in how to spot symptoms of drug use has ended without charges.
The investigation was launched this spring after claims that police had offered or given citizens illegal drugs. One police officer came forward to say he had seen marijuana given to a potential subject.
But Hennepin County prosecutor Mike Freeman said Friday that there wasn't enough evidence to bring any charges.
But Freeman said he had recommended that the Department of Public Safety make several changes in the drug recognition program, including more clearly laying out the guidelines to officers being trained.
