Caledonia's Chief of Police serving two-week suspension

CALEDONIA, Minn. (KTTC-TV) -- Caledonia's top law enforcement officer is serving a two-week suspension, imposed by the city council for eleven "deficiencies" on the job.

Chief of Police Kurt Zehnder has been off the job without pay since October 23; he is due back on the payroll next Monday, November 7.

Caledonia City Clerk/Administrator Jennifer J. Feely provided a list of the "Summary of Deficiencies" to KTTC NewsCenter in response to a request under the Minnesota Government Data Practices Act 13.43, subd.2(a)(5).  There are eleven deficiencies given as the reason for Zehnder's punishment:

  1. Reports are poorly prepared and contain many spelling and grammatical errors;
  2. Demonstrated lack of respect for personal space boundaries in dealing with female colleagues that has caused discomfort and concern;
  3. Demonstrated lack of respect or appreciation for office decorum and privacy;
  4. Failed to abide by Minnesota Statutes governing arrests;
  5. Failed to document investigative activities relating to the burglary of the Caledonia Liquor Store and failed to follow up on information about a suspect in the case;
  6. Failed to document investigative activities related to a bomb threat at the Caledonia Middle/High School and made inappropriate comments to the media;
  7. Lacked knowledge of authority to enforce an out-of-state order for protection and did not promptly contact the victim who reported a violation of the order;
  8. Violated the City's computer use policy by engaging in web browsing unrelated to duties as a police officer;
  9. Violated the legal rights of a juvenile in a trespassing incident at a local school;
  10. Unresponsive to agencies when requests for information are sought;
  11. Presented a case to an agency that did not establish proof of an offense occurring in Caledonia or in Houston County.

Feely says all complaints filed against Chief Zehnder have been addressed by the Council's action. 

Our efforts to contact the chief for comment on his situation have not yet been successful.
