13-year-old hit and run victim: "Why didn't you stop?"

ZUMBRO FALLS, Minn. (KTTC)-- A Zumbro Falls teenager who was hit while riding his bike last Monday wants to know why the driver drove off and left him lying injured in a ditch.

"Why didn't you stop? And why didn't you at least see what happened," said 13-year-old Carter Briggs on Wednesday night.

On Tuesday, the Wabasha County Sheriff's Office charged an 18-year-old Pine Island man with the hit and run. Officials say they were able to figure out who the man was after they received an anonymous tip that helped them connect the damage on that man's car to Carter's description of the accident.

"He hit me with the front ride side of his car," says Carter.

Briggs needed four stitches in his head and had swelling in his lower back forcing doctors to keep him at St. Mary's Hospital over night as precaution last week.

"I flew and my back hit his passenger side mirror and that snapped off, I blacked out and don't know what happened after that," he recalls.

The driver told Sheriff's Deputies that he couldn't see because the sun was in his eyes, authorities aren't releasing his name but say charges are pending for the crime.

"Getting away with a hit and run on a child, I think he should be brought to justice," says Carter's mom Dana.
